A Chilean investor can travel on ESTA for a business visit, but that authorisation only allows stays of up to 90 days and does not lead to residence. The EB-5 is a green card: it requires a minimum investment in a business that creates or preserves at least ten full-time jobs. You need no employer, but the I-526E petition is mandatory.
